per the Adjuidcator General, Supreme Adjudicatory Council (SAC), as far as
membership
issues are concerned, the Commission on Membership (CoMe) has the final
decision
appealable to the SAC.

“Membership is never presumed. Once questioned, it is the burden
of the person challenged
to prove his membership. This cannot be otherwise because of the exclusive
nature of membership in
Alpha Phi Omega. The acquisition of membership must be in accordance with the
relevant provision of
the CBL and such other policies which may be validly promulgated in accordance
with the
specific authority granted therein…” (Page 10,
